Persons interested in filing a declaration for board candidacy in the Strafford R-VI School District may do so beginning Tuesday, December 5, 2023, at 8:00am at the Central Office located at 201 W McCabe, Strafford, MO 65757. Candidates must file before 5:00pm on Tuesday, December 26, 2023. Offices will be closed for filing from Monday, December 18, 2023 through Monday, December 25, 2023. The office will be open on Tuesday, December 26, 2023 between the hours of 3:00pm and 5:00pm. Please note that these hours are subject to change. Offices will be closed for filing on days in which the district is closed due to inclement weather or other health-related reasons. The district may not open even on the first and last day of filing if weather conditions make it unsafe for school staff to travel.
All candidates must file an Affidavit Form 5120 with the Missouri Department of Revenue and submit a copy of that filing with the declaration of candidacy. Forms are available at www.dor.mo.gov or the central office prior to the filing opening date.
The names of qualified candidates shall be placed on the ballot in order of filing, except for candidates who file a declaration of candidacy prior to 4:00 PM on the first day of filing, the district shall determine by random drawing the order in which such candidates’ names shall appear on the ballot. Each candidate filing on the first day shall draw a number at random at the time of filing. The district shall record the number drawn with the candidate’s declaration of candidacy. The names of candidates filing on the first day of filing shall be listed in
ascending order of the numbers so drawn and ahead of the names of candidates filing on a later date. Two directors will be elected for three-year terms and one director will be elected for a one-year term.
All public, private and parochial day care centers, preschools and nursery schools shall notify the parent or guardian of each child at the time of initial enrollment in or attendance at the facility that the parent or guardian may request notice of whether there are children currently enrolled in or attending the facility for whom an immunization exemption has been filed. It is the responsibility of the parents to notify the daycare director or nurse's office in writing to request notification of any child with an immunization exemption.
*** Programs for Students with Disabilities under Section 504 of the Rehabilitation Act of 1973
The Strafford R-VI School District, as a recipient of federal financial assistance from the United States Department of Education and operates a public elementary or secondary education program and/or activity, is required to undertake to identify and locate every qualified person residing in the District who is not receiving a public education; and take appropriate steps to notify disabled persons and their parents or guardians of the District’s duty.
The Strafford R-VI School District assures it will provide a free appropriate public education (FAPE) to each qualified disabled person in the District’s jurisdiction regardless of the nature or severity of the person’s disability. For purposes of Section 504 of the Rehabilitation Act of 1973, the provision of an appropriate education is the provision of regular or special and related aids and services that (i) are designed to meet individual educational needs of disabled persons as adequately as the needs of non-disabled persons are met and (ii) are based on adherence to procedures to satisfy the requirements of the 504 federal regulations.
The Strafford R-VI School District has developed a 504 Procedures Manual for the implementation of federal regulations for Section 504 of the Rehabilitation Act, Subpart D. This Procedures Manual may be reviewed in the Director of Student Services Office during normal school hours.

*** All responsible public agencies are required to locate, evaluate, and identify children with disabilities, who are under the jurisdiction of the agency, regardless of the severity of the disability, including children attending private schools, highly mobile children, such as migrant and homeless children, and children who are suspected of having a disability and in need of special education even though they are advancing from grade to grade. The Strafford R-VI School District assures that it will provide a free, appropriate public education (FAPE) to all eligible children with disabilities between the ages of 3 and 21 under its jurisdiction. Disabilities include autism, deaf/blindness, emotional disorders, hearing impairment and deafness, mental retardation, multiple disabilities, orthopedic impairment, other health impairments, specific learning disabilities, speech or language impairment, traumatic brain injury, visual impairment/blindness and young child with a developmental delay.
The Strafford R-VI School District assures that it will provide information and referral services necessary to assist the State in the implementation of early intervention services for infants and toddlers eligible for the Missouri First Steps program.
The Strafford R-VI School District assures that personally identifiable information collected, used, or maintained by the agency for the purposes of identification, evaluation, placement or provision of FAPE of children with disabilities may be inspected and/or reviewed by their parents/guardians. Parents/guardians may request amendment to the educational record if the parent/guardian believes the record is inaccurate, misleading, or violates the privacy or other rights of their child. Parents have the right to file complaints with the U.S. Department of Education or the Missouri Department of Elementary and Secondary Education concerning alleged failures by the district to meet the requirements of the Family Educational Rights and Privacy Act (FERPA).
The Strafford R-VI School District has developed a Local Compliance Plan for the implementation of State Regulations for the Individuals with Disabilities Education Act (IDEA). This plan contains the agency’s policies and procedures regarding storage, disclosure to third parties, retention and destruction of personally identifiable information and the agency’s assurances that services are provided in compliance with the General Education Provision Act (GEPA). This plan may be reviewed during regular school hours on days school is in session in the office of the Director of Special Education.

*** In accordance with the Individuals with Disabilities Education Act (IDEA), a meeting to consult with parents about the about the process to identify children who are parentally placed that might have a disability will be held on Thursday, October 27 at 3:15 PM. During this meeting participants will be asked to provide input about how funds should be allocated for individuals who live in our district and have a disability but do not attend the school. This year’s meeting will be held in the lower elementary conference room.
The following topics will be discussed:
- The child find process and how parentally placed private school children suspected of having a disability can participate equitably in special education and related services, including how parents, teachers and private school officials will be informed of the process
- The determination of the proportionate amount of federal funds available to serve parentally placed private school children with disabilities, including determination of how the amount was calculated
- The consultation process among the local educational agency, private school officials, and representatives of parents of parentally placed private school children with disabilities, including how the process will operate throughout the school year to ensure that parentally placed private school children with disabilities identified through the child find process can participate in special education and related services
- How, where and by whom special education and related services will be provided for parentally placed private school children with disabilities, including a discussion of types of services, including direct services and alternate service delivery mechanisms, how such funds will be apportioned if funds are insufficient to serve all children, and how and when these decisions will be made;
- How such services will be apportioned if funds are insufficient to serve all children and
- If the local educational agency disagrees with the views of the private school officials on the provision of services or types of services, whether provided directly or through a contract, how the local educational agency shall provide to the private school officials a written explanation of the reasons why the local educational agency chose not to provide services directly or through a contract.
Note: Parentally-placed private school children include children in private, parochial and home schools.

Policy and Regulation ACA shall govern the grievance procedures, process, and response for complaints and concerns by parents, patrons, employees, or students of the District related to discrimination, harassment, or retaliation on the basis of race, color, national origin, ancestry, religion, sex, disability, age, genetic information, or any other characteristic protected by law.

Pursuant to Missouri Senate Bill 638, Section 161.1050, the Missouri Department of Elementary and Secondary Education (DESE) has established the “Trauma-Informed Schools Initiative.”
For the purposes of this initiative, the following terms are defined as follows:
“Trauma-informed approach” -an approach that involves understanding and responding to the symptoms of chronic interpersonal trauma and traumatic stress across the lifespan
“Trauma-informed school” -a school that:
a. realizes the widespread impact of trauma and understands potential paths for recovery
b. recognizes the signs and symptoms of trauma in students, teachers and staff
c. responds by fully integrating knowledge about trauma into its policies, procedures and practices; and
d. seeks to actively resist re-traumatization
